The Former President's Woke Warning Misses Europe's Real Threat: Economic Stagnation.

The recent US national security strategy presents a misguided view of the European Union. The document asserts that open-border policies and so-called "woke" policies pose an grave risk to European civilization. Yet, this argument rests on a serious misreading of the reality. The actual danger facing Europe is not cultural but technological and economic lag.

A Glaring Economic Divide Between Europe and the US

The data paint a stark picture. Between 2008 and 2023, US GDP surged by eighty-seven percent, compared to a paltry 13.5% increase for the European Union. During this period, European income per person dropped from 76.5% to just 50% of the US level. Remarkably, even the poorest US state now has a greater average income than several leading European economies like Italy and France.

Currently, roughly half of the world’s top fifty technology firms are US-based, while a mere four are from Europe.

The Innovation Deficit: The Core Question

The growing disparity stems from stronger efficiency gains in the United States, largely due to breakthroughs and higher total factor productivity. The landscape of global tech dominance is decidedly US-centric. Over the past five decades, 241 US firms have scaled into enterprises valued at over $10bn, compared with only fourteen in Europe.

This gap raises a vital issue: In the race for tomorrow's sectors like AI, semiconductors, and quantum computing, where does the EU positioned? Experts widely concede it is largely a contest between two involving the US and China, with Europe starting at a significant handicap.

Underlying Factors of Europe's Innovation Gap

A number of major factors explain this technological divide.

  • Venture Capital: The US boasts a much more robust and agile network for financing new ventures. The EU still lacks a true capital markets union, which limits the growth potential of emerging companies.
  • Regulatory Fragmentation: Complex and divided regulation hamper Europe. A American entrepreneur can introduce a product under one regulatory framework to access a market of over 330 million. The European Union, despite a larger population size, is split among 27 separate systems, creating huge internal barriers.
  • Mindset Differences: Views on risk-taking differ sharply. In some EU nations, a startup's collapse was once viewed with stigma, whereas in the US, it is often seen as a badge of experience.
  • Defense Spending: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. The continent's long-term lack of spending in military capabilities has eroded its capacity for pioneering research.

The Road Ahead: Grounds for Hopefulness

Despite these challenges, one can find causes for optimism. Policymakers are increasingly aware of the existential challenge and have started to advance serious reform. Notable reports on EU competitiveness and the internal market point to the need for major reforms.

With the right policies and regulatory reforms, these assets could support much higher levels of commercial innovation.

The continent retains considerable strengths: high-quality human capital, top-tier schools and universities, and premier labs. Coupled with a large internal market and substantial household savings, these foundations have the potential to trigger a new wave of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in developing cutting-edge tech, it can still significantly increase productivity by adopting and adapting advancements from elsewhere.

An Inflection Point

The European Union now stands at a decisive moment. As the saying goes, economic erosion often happens "gradually and then suddenly". To date, Europe's slide in innovation has been gradual. But, if it fails to take decisive action to address its structural weaknesses, today's gradual weakening could turn into a rapid and permanent loss of world influence.
